This week the FMC laid out new guidelines to add transparency to detention and demurrage policies and fees that ocean carriers and port operators assess to shippers. The policy is a result of concerns from shippers being denied container pick-ups or dropoffs during the free period for reasons outside their control and then being assessed fees by the terminal operator or carrier.
