CBP launches CAPE to process tariff refunds

U.S. Customs and Border Protection (CBP) will launch its tariff refund tool on Monday, April 20, 2026. Consolidated Administration and Processing of Entries (CAPE) will consolidate refunds of International Emergency Economic Powers Act (IEEPA) duties including interest instead of on a case by basis. The tool will operate within the ACE Portal and is the first phase of the tariff refund roll out, only processing certain entries where final duty amounts have not been determined and certain entries within 80 days of liquidation.

U.S. truckers feel impacts of Middle East conflict at the pump

Diesel fuel is up 50%, a $1.89 increase in national average retail prices, since the Iran war slowed shipping through the Strait of Hormuz, reports Reuters. Diesel, gasoline, and even consumer goods have seen a price increase since the surge in crude oil prices.

As of Monday, April 13, U.S. fleets were spending $5.52 per gallon, two cents more than the previous record high after Russia invaded Ukraine in 2022.

While the rising costs affect all companies purchasing diesel, small to medium sized truckers are especially taking a hit. Diesel is an out of pocket expense to many companies of this size. Reuters cited a March poll of 540 trucking firms and 18% had halted operations, 44% of firms of various size were being more selective on load weights, and 45% were driving fewer miles as a direct result of the rise in diesel costs.

Next week, Ginger Diez and and Sean Powers will be speaking about Foreign Trade Zones and FTZ Consulting at the AWI Annual Conference in California.

We are equally excited about the Momentum Conference by Magaya, where I will have the opportunity to speak on two panels to innovators and operators across freight forwarding, customs brokerage, and technology.
